The slow integration of digital technology in this sector can be attributed to the standardized and complex nature of healthcare. This technology spans various domains, including patient data management, health information exchange, health value chain management. However, there has been limited research focused on evaluating the adoption of digital technology and assisting healthcare organizations in its implementation. This study aims to identify and develop a scoring model to assess the readiness of healthcare organizations for adopting digital technology in health value chain management. Initially, this research identifies the factors influencing the adoption of digital technology within the healthcare value chain through a thorough literature review. Given the decision-makers' partial knowledge and the complexity of the issues involved, we evaluate these factors using linguistic terms rather than precise numerical values. In the subsequent phase, we prioritize the identified factors within the Semnan healthcare system using the Neutrosophic TOPSIS method. The findings indicate that data and information security ranks as the highest priority with a score of 0.7128, followed closely by cost and financial resources (0.6685) and infrastructure (0.6399). Conversely, sustainable development, organizational ownership, and size are ranked as the lowest priorities, with scores of 0.4626, 0.4480, and 0.4142, respectively, in the context of adopting digital technology in the healthcare value chain.
