طراحی مدل پویای زنجیره ارزش و تأمین ارائه خدمات آموزش‌های حرفه‌ای با رویکرد مدیریت هزینه

چکیده

این پژوهش به بررسی و طراحی یک مدل پویای زنجیره تأمین و ارزش برای ارائه خدمات آموزش فنی و حرفه‌ای با رویکرد مدیریت هزینه می‌پردازد. آموزش‌های فنی و حرفه‌ای نقش مهمی در تأمین و توسعه نیروی کار ماهر مورد نیاز بازار کار دارند. با تغییرات سریع اقتصادی و فناوری، این آموزش‌ها نیازمند بروزرسانی مداوم هستند. بهبود کیفیت و کارایی این آموزش‌ها مستلزم طراحی مدلی است که بتواند با مدیریت بهینه هزینه‌ها، بهره‌وری را افزایش داده و خدمات آموزشی را کارآمدتر ارائه کند. روش تحقیق مبتنی بر تحلیل مضمون بوده و از طریق مصاحبه‌های نیمه‌ساختاریافته با ۱۰ نفر از اساتید، متخصصان و مدیران میانی سازمان آموزش فنی و حرفه‌ای که بیش از ۱۵ سال تجربه در این حوزه داشتند، انجام شد. در ادامه، با شناسایی متغیرهای کلیدی، مدل مفهومی طراحی و با استفاده از نرم‌افزار Vensim شبیه‌سازی شد. نتایج نشان می‌دهد که مدیریت و تأمین بهینه منابع مالی، عامل کلیدی در ارتقای کیفیت آموزش فنی و حرفه‌ای است. افزایش سرمایه‌گذاری در فناوری آموزشی، بهینه‌سازی تجهیزات و مدیریت منابع انسانی به بهبود کارایی این آموزش‌ها کمک می‌کند. همچنین، مدیریت کارآمد منابع مالی نقش مهم‌تری نسبت به سایر عوامل زنجیره ارزش آموزشی دارد. در نهایت، پنج سناریوی مدیریت هزینه شامل افزایش سرمایه‌گذاری در نیروی انسانی، بهبود مدیریت مالی، ارتقای فناوری آموزشی، بهینه‌سازی مدیریت تجهیزات و ارتقای استانداردهای آموزشی پیشنهاد شد که از میان آن‌ها، تأمین پایدار منابع مالی به‌عنوان مهم‌ترین استراتژی انتخاب شد.

This research focuses on designing a dynamic value and supply chain model for providing vocational training services with a cost management approach. Vocational training plays a crucial role in supplying and developing a skilled workforce required by the labour market. Given rapid economic and technological changes, these training programs need continuous updates. Enhancing their quality and efficiency requires a model that optimizes cost management, increases productivity, and delivers educational services more effectively. The research methodology is based on thematic analysis, using semi-structured interviews with ten instructors, experts, and mid-level managers in the Technical and Vocational Training Organization, each with over 15 years of experience in vocational training or management. Key variables were identified, followed by conceptual modelling and system dynamics simulation using Vensim software. The findings indicate that optimal financial resource management is the primary factor in improving the quality of vocational training. Increased investment in educational technology, optimization of equipment, and efficient human resource management contribute to enhanced training effectiveness. Furthermore, financial resource management is prioritized over other components of the vocational training value chain. Ultimately, five cost management strategies were proposed: increasing investment in human resources, improving financial resource management, upgrading educational technology, optimizing equipment management, and enhancing educational standards. Among these, ensuring sustainable financial resources was identified as the most critical and effective strategy.
